Management Team

• Chen Changxin   Chief Executive Officer

  Mr Chen Changxin is currently the CEO of China-Singapore Guangzhou Knowledge City Investment and Development Co., Ltd, the joint venture company which is the master developer of the Guangzhou Knowledge City project. Mr Chen ’s career experience spans a broad range of functions including production, technology and operations management, business management and human resource management for a number of government and private enterprises. Mr Chen holds a Bachelor of Engineering (Mechanical) from South China University of Technology, China, a Master of Business Management from Jinan University, China, and several qualifications from national certification authorities in engineering, economics and human resource management. Mr Chen also received education in Hong Kong University and Tsinghua University, China.

• Kenneth Teo   Deputy Chief Executive Officer

  Kenneth has more than 25 years of industry and market development experience covering key markets namely; SEA, China and US. He has also spent more than 15 years based in China. Key industry involvement includes real estates, healthcare, education, agri-commodity trading and technology business. Kenneth had held senior appointments in both public and private sectors. These include Ministry of Education, Ministry of Foreign Affairs consulate offices and Enterprise Singapore holding respective appointments of Commercial Consul, Regional Group Director (China) and Divisional Director (Technology Business). Prior to joining CSGKC, he was the Senior Vice President/General Manager for South China region in a well-established integrated healthcare and commercial developer.
  Kenneth obtained his Bachelor of Business Degree (Nanyang Business School) and Master of Science (Information Studies) from Nanyang Technological University in Singapore. He is also a member of the Singapore Institute of Directors since 2018.

• Huang Fang   Deputy Chief Executive Officer

  Ms. Huang Fang has rich experience in the management and capital operation of state-owned enterprises. In her more than 20 years of cross sectoral career in state-owned enterprises, she has worked in major departments such as group administration, legal management and investment management. She has led and participated in the investment and preparation of many large-scale projects such as commercial outlets in Guangzhou Development Zone, managed the property rental and the operation and disposal of fixed assets in the group system, and was also the consultant of the world's top 500 enterprises invested and invested by the group. She also personally participated in the negotiation of the group's external business and the review of legal documents, and handled the legal approval and external litigation matters within the group system.
  Ms. Huang holds a Bachelor of law degree from Xiangtan University with a minor in economics. She is a registered lawyer and holds the title of national economist. Ms. Huang has won the honorary title of "advanced worker" in Guangzhou Development Zone for many times and is a deputy to the first National People's Congress of Luogang District, Guangzhou.

• Huang Weijun   Chief Financial Officer

  Mr. Huang has extensive experience in financial management, investment and financing, tax planning, cost management, public bidding and auditing. He has been awarded as an Excellent Individual, Excellent CPC Member and Excellent Manager many times.
  He had previously worked as the Regional Chief Financial Officer of China Jinmao Holdings Group Limited (Guangzhou). Before that, he was General Manager of the finance and investment department of Yuexiu Real Estate Investment Trust, a subsidiary of Yuexiu Group. He has participated in major acquisition projects, such as the injection of Guangzhou International Finance Center into Yuexiu Real Estate Investment Trust, and has chaired many major financing projects such as the Guangzhou International Finance Center domestic loan project.
  Mr. Huang graduated from Jinan University with a Master’s Degree in Accounting. He is a non-practicing Certified Public Account and a Certified Tax Agent.

• Barton Huang   Chief Accountant

  Mr. Barton Huang has more than 22 years of professional experience that spans across financial operations, tax and risk management. Barton started his career with Bank of China Huizhou Branch and more recently with CNOOC & Shell Petrochemicals Co., Ltd.
  Mr. Huang obtained a Bachelor of English language and literature from Sun Yat-sen University and is a Fellow of Chartered Institute of Management Accountants (FCMA) as well as a Chartered Global Management Accountant (CGMA).
